{"id":243,"date":"2019-08-29T14:06:37","date_gmt":"2019-08-29T19:06:37","guid":{"rendered":"https:\/\/staging.tnble.org\/?page_id=243"},"modified":"2024-10-31T21:36:03","modified_gmt":"2024-11-01T02:36:03","slug":"transferred-ube-score","status":"publish","type":"page","link":"https:\/\/staging.tnble.org\/?page_id=243","title":{"rendered":"Transferred UBE Score &#8211; How to Apply"},"content":{"rendered":"\n<p><strong>Taking the UBE in another jurisdiction does not qualify you for admission on transferred UBE score until your score of 270 or above has been released to you. <\/strong>Admission by Transfer UBE Score is governed by Tennessee Supreme Court <a href=\"https:\/\/staging.tnble.org\/?page_id=56\">Rule 7<\/a>, Section 3.05 and <a href=\"https:\/\/staging.tnble.org\/?page_id=56\">Board Policy<\/a> P-3.05.<\/p>\n\n\n\n<p>To be eligible for admission in Tennessee, you must provide <strong>two applications<\/strong> \u2013 the NCBE Character and Fitness Application (the \u201cNCBE application\u201d) found at <a href=\"http:\/\/www.ncbex.org\">www.ncbex.org<\/a> and the Tennessee application for admission by transferred UBE score found at <a href=\"https:\/\/synergy.tnble.com\" data-type=\"URL\">synergy.tnble.com<\/a> (the \u201cTennessee application\u201d). Please note that you will see several applications in the menu when you login to Synergy. Be sure to select \u201cUBE Score Transfer Application\u201d to proceed. <\/p>\n\n\n\n<p>You <strong>must<\/strong> finalize your NCBE\napplication before you begin your Tennessee application. You may pay your\nTennessee application fee online by credit card after you have finalized and\nsubmitted your Tennessee application; there is a separate fee for the NCBE\napplication. You may also pay by cash, money order or check. The TBLE cannot\naccept payment without a Synergy application. Hard copies of applications are\nnot accepted.&nbsp; Additional Instructions\ncan be found in Steps 1 \u2013 5, below.<\/p>\n\n\n\n<p>STEPS TO TAKE TO COMPLETE YOUR APPLICATION<\/p>\n\n\n\n<p>STEP 1: Read and familiarize yourself with&nbsp;Tennessee\nSupreme Court Rule 7&nbsp;and the&nbsp;Board Policies and Procedures, found\nunder <a href=\"https:\/\/staging.tnble.org\/?page_id=56\">Governing Authorities<\/a> in\nthe menu or by clicking the link. The full version of Rule 7 and the Board\nPolicies are at the bottom of the Governing Authorities page.<\/p>\n\n\n\n<p>STEP 2: Go to&nbsp;<a href=\"www.ncbex.org&nbsp;\">www.ncbex.org&nbsp;<\/a>and\ncomplete the character and fitness application. Be sure to select the NCBE Character and Fitness Application for background\ninvestigation for UBE Score Transfer applicants. Do NOT submit an\nNCBE background investigation for exam or comity admission.You\nmay begin the NCBE Application at any time within six (6) months prior to the\ndate your application is received by the TNBLE.&nbsp; When you have completed\nthe application form on-line, save the application and all attachments as a\n.pdf file.&nbsp;Submit the materials and payment to the NCBE in Wisconsin as\nrequired in the NCBE instructions. You will upload the saved .pdf file to\nyour Synergy Application as provided in Step 5, below. Failure to provide\ncomplete information may result in denial of your application. A duty of candor\napplies (Rule 7, Sec. 6.04).<\/p>\n\n\n\n<p>IMPORTANT\nNOTES FOR STEP 2: <\/p>\n\n\n\n<p>The NCBE\napplication and all attachments must be submitted to the NCBE and a .pdf\nuploaded to your Synergy Application. You will upload the saved .pdf file to\nyour Synergy Application as provided in Step 3, below.&nbsp;A detailed\nchecklist&nbsp;with mailing instructions&nbsp;is available after finalizing\nyour online NCBE application.&nbsp;Your NCBE application will not be complete\nuntil you have complied with all of the requirements included in the checklist\nsent by the NCBE, including receipt by the NCBE of any required\nmailings.&nbsp;&nbsp;<\/p>\n\n\n\n<p>FAILURE TO PROVIDE COMPLETE INFORMATION MAY RESULT IN DENIAL\nOF YOUR APPLICATION. A DUTY OF CANDOR APPLIES (Rule 7, Sec. 6.04).<\/p>\n\n\n\n<p><strong>Expunged matters:<\/strong>&nbsp;A matter that has\nbeen&nbsp;<strong>expunged<\/strong>&nbsp;MUST be disclosed unless it is a matter\nthat was resolved as a juvenile.&nbsp;<em>See generally State v.\nSchindler,&nbsp;<\/em>986 S.W.2d 209 (Tenn. 1999),&nbsp;<em>Wright v. Tennessee\nPeace Officer Standards and Training Commission<\/em>, 277 S.W.3d 1 (Tenn. 2008).<\/p>\n\n\n\n<p>STEP 3: In addition to the NCBE Application, you must submit the Tennessee Application. Click on this link for <a href=\"http:\/\/synergy.tnble.com\">Synergy<\/a>&nbsp; to access the Tennessee application portal. Complete the new user registration and submit. Upon completion of your Synergy registration, you will receive an email to confirm your registration (<strong>check your spam<\/strong> if you do not receive the email and be sure to&nbsp;add &#8220;@tncourts.gov&#8221; to your trusted senders). Once you have completed the confirmation, you may log in to Synergy by clicking&nbsp;<a href=\"https:\/\/synergy.tnble.com\">here<\/a>. From the dashboard select \u201cUBE Score Transfer Application\u201d. You will have a chance to review your answers before you submit and finalize the application. Be sure to read and answer each question fully. Failure to provide complete information may result in denial of your application. A duty of candor applies (Rule 7, Sec. 6.04).<\/p>\n\n\n\n<p><strong>NOTE:<\/strong>&nbsp;As\npart of the Tennessee Application, you will be asked to select the county in\nwhich you wish to appear for your in-person interview. Applicants for admission\nby examination who are not licensed and\/or are not in good standing in another\njurisdiction must appear for an in person interview which will be scheduled up\nto six weeks after the bar examination.&nbsp;\nApplicants who are licensed and in good standing in another jurisdiction\nmay, in the discretion of the Board, be required to appear for an in person\ninterview. All applicants MUST select an interview location.<\/p>\n\n\n\n<p>STEP 4: Once you have finalized the Synergy online application, return to the Dashboard and click the \u201cdetails\u201d link next to the application (looks like a magnifying glass). From that screen, you will upload the required documents listed below in .pdf format unless otherwise noted.&nbsp;Certain third party forms must be sent directly from the third party to the TBLE, as noted below.&nbsp;A complete UBE Score Transfer Application consists of the following items:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The NCBE character and fitness application, completed no sooner than 6 months prior to the date of the application, submitted to the NCBE with all attachments (.pdf format), and finalized in the NCBE system. The NCBE application and attachments must be saved as a .pdf and uploaded to the Tennessee Online Application (Synergy). <\/li>\n\n\n\n<li><span style=\"color: initial;\">The Tennessee Synergy Application. In order to complete the Synergy application, an Applicant must complete the NCBE character and fitness application, even if it is not finalized in the NCBE online system, in order to provide the Board the information needed for the Synergy application; <\/span><\/li>\n\n\n\n<li><span style=\"color: initial;\">Evidence in the form of an official NCBE Score Report sent directly from the NCBE of a score that:<\/span>\n<ul class=\"wp-block-list\">\n<li>was reported in another jurisdiction prior to submitting an application for admission pursuant to Rule 7, section 3.05;<\/li>\n\n\n\n<li>meets or exceeds the minimum score on bar examination as required by Tennessee and set forth in Policy P-4.07;<\/li>\n\n\n\n<li>was earned in a single administration of the UBE; and<\/li>\n\n\n\n<li>will not reach final score expiration, as defined in Rule 7, sections 3.05 and 4.07, in less than 6 months from the date the Tennessee Synergy Application is filed and the fee is paid, whichever is latest.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><span style=\"color: initial;\">Undergraduate Transcripts mailed or emailed directly from the school or transcript service to the Board, or provided electronically to the Board directly from the school or transcript service;<\/span> <\/li>\n\n\n\n<li><span style=\"color: initial;\">Law Degree Verification, on the authorized form, completed and signed by the law school Dean or designee from each law school attended by an applicant even if no degree was awarded, mailed directly from the law school to the Board, or provided electronically directly from the law school according to the process designated by the Board;<\/span><\/li>\n\n\n\n<li><span style=\"color: initial;\">Current Resume uploaded to Synergy in .pdf format only;<\/span><\/li>\n\n\n\n<li><span style=\"color: initial;\">For applicants seeking admission on an otherwise expired UBE score under section 3.05(b), a completed Affidavit of Past Practice;<\/span><\/li>\n\n\n\n<li><span style=\"color: initial;\">For applicants who were unsuccessful on the UBE in one or more jurisdictions five or more times prior to achieving a score eligible for transfer to Tennessee, see the additional requirements in Rule 7, \u00a7 4.05 and Board Policy P-4.05<\/span>; <\/li>\n\n\n\n<li><span style=\"color: initial;\">For foreign-educated applicants without a J.D. from an ABA-accredited or Tennessee-approved law school, the documents listed in Policy P-3.01(c)(8);<\/span><\/li>\n\n\n\n<li><span style=\"color: initial;\">For applicants licensed in another U.S. jurisdiction, certificates of admission to the highest court and certificates of current good standing and with disciplinary history for each jurisdiction in which applicant has been admitted;<\/span><\/li>\n\n\n\n<li>For applicants licensed in a foreign jurisdiction, three letters from attorneys in each country in which the applicant is licensed who can verify that applicant is licensed and attest to applicant\u2019s practice in that country, provided:<ul><li>The three letters from attorneys or judges verifying applicant\u2019s license in a foreign country and attesting to applicant\u2019s practice in that country must relate to applicant\u2019s work with the recommender in the practice of law and, if from a relative, the relationship must be disclosed in the letter;<\/li><\/ul><ul><li>Letters from an Applicant\u2019s parents, grandparents, siblings or spouse who are practicing attorneys are not permitted; and<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>Documents not in English: For documents that are not in English, a translation to English by a certified translator must be provided with the original document.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>For applicants who attended a law school outside of Tennessee that was not an ABA-accredited law school at the time of the applicant\u2019s graduation:<ul><li>proof of licensing by examination in the jurisdiction in which the law school was located, in the form of a score transfer report or a letter from the jurisdiction in which the applicant sat for the exam;<\/li><\/ul><ul><li>information sufficient for the Board to determine that the applicant\u2019s law school curriculum is equivalent to a three-year course of study that is substantially equivalent to the legal education provided by approved law schools located in Tennessee and does not include distance, online or other than in person learning beyond that permitted under Rule 7, section 2.02(e); and<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>an Affidavit of Past Practice; See also Rule 7, section 5.01(c) and Policy 5.01(c).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>For applicants with a J.D. from an ABA or Tennessee approved law school who either did not graduate from an accredited undergraduate school as required in Rule 7, section 2.01, or have a foreign undergraduate degree, a request for waiver of the accreditation requirement pursuant to section 2.01(c) and P-2.01; and<\/li>\n\n\n\n<li>Full payment of the filing fee; see Policy P-11.02, below.<\/li>\n<\/ul>\n\n\n\n<p><em>All forms and additional information about these requirements are available on the website at <\/em><a href=\"http:\/\/www.tnble.org\"><em>www.tnble.org<\/em><\/a><em>.<\/em><\/p>\n\n\n\n<p class=\"has-small-font-size\">* Applicants who are admitted in other jurisdictions, educated at a non-ABA approved out-of-state law school or an unaccredited undergraduate college, have an undergraduate or law degree from a foreign country, or took the UBE more than 5 times in any UBE jurisdiction, have additional requirements that must be filed in order to be eligible for admission. Please refer to Rule 7, Board Policies and Procedures, the application, and directions below for information.<\/p>\n\n\n\n<p>IMPORTANT\nREMINDERS FOR STEPS 2 \u2013 4: THE NCBE AND TBLE APPLICATIONS<\/p>\n\n\n\n<p>NCBE AND\nTENNESSEE SYNERGY APPLICATIONS \u2013 BOTH ARE REQUIRED: The NCBE and the Tennessee\nBoard of Law Examiners are separate entities. The NCBE conducts background\ninvestigations for the TBLE based on the character and fitness application. For\nyour application to be considered, you must submit the Tennessee Application\nthrough Synergy and upload a .pdf of the finalized NCBE application that has\nbeen submitted to the NCBE with fees paid to both the NCBE and the TBLE.<\/p>\n\n\n\n<p>Submitting\ndocuments only to the TBLE or only to the NCBE will not meet the filing\nrequirements and will not constitute a complete application. You MUST submit\nyour NCBE application to the NCBE and upload a .pdf of your complete NCBE\napplication to your Tennessee Application as provided in STEP 4. You may be\ndeemed ineligible to sit for the exam and your licensing will be delayed if you\nsubmit the application only to the NCBE or only to the TBLE.<\/p>\n\n\n\n<p><span style=\"text-decoration: underline;\"><strong>Note on Score Expiration<\/strong><\/span><strong>:<\/strong>  UBE scores are valid for admission for three&nbsp;years <em>from the <span style=\"text-decoration: underline;\">date grades were released<\/span> in Tennessee<\/em> for the exam in which the score was earned and must be valid at the time the application is <span style=\"text-decoration: underline;\"><em><strong>approved<\/strong><\/em><\/span> by the Board. You must complete all requirements for admission before your scores expire. The application and investigation process may take 6 &#8211; 8 months, and may be longer. <em>See <\/em>Tenn. Sup. Ct. R. 7, \u00a7 4.07(c) and Board Policy P-3.05(a)(3).  An expired score may be valid for up to five years with time in practice; <em> see <\/em>Tenn. Sup. Ct. Scores earned more than 5 years from the date grade were released for the exam in which the score was earned are not valid for admission by transferred UBE score in Tennessee.<\/li>\n<\/ul>\n\n\n\n<p>STEP 5: Submit the $675\u00a0application filing fee (ONLINE by credit card only after the Synergy application is finalized and submitted OR by CHECK OR MONEY ORDER payable to the TN Board of Law Examiners;\u00a0<em>do not mail cash<\/em>) to the <strong>Board of Law Examiners, 511 Union Street, Suite 525, Nashville, TN 37219.<\/strong> Please be sure to clearly mark your full name and NCBE number on the check or money order. Credit card service fees, sometimes called convenience fees,\u00a0charged by the vendor will be\u00a0paid directly to the vendor in a separate transaction.\u00a0<\/p>\n\n\n\n<p><strong>OTHER INFORMATION:&nbsp;TRANSCRIPTS, FORMS AND ADDITIONAL REQUIREMENTS<\/strong><\/p>\n\n\n\n<p><span style=\"text-decoration: underline;\">Undergraduate Transcript.&nbsp;<\/span>Order an official transcript from the school(s)&nbsp;where you received your bachelor\u2019s and\/or master\u2019s degree(s)&nbsp;and have the transcript sent&nbsp;directly to the TBLE. DO NOT send a transcript from every school you attended, only from those where a degree was conferred. Electronic or PDF transcripts are not accepted. Transcripts must be sent directly to the Board for the application to be complete.<\/p>\n\n\n\n<p><span style=\"text-decoration: underline;\">Law Degree Verification<\/span><strong><span style=\"text-decoration: underline;\">.<\/span><\/strong><span style=\"text-decoration: underline;\">&nbsp;<\/span> Print the Law Degree Verification and Dean Certification Instructions and forms&nbsp;for <strong>each law school attended<\/strong>, even if you did not complete your degree at the school (see forms below). &nbsp;For each law school, complete and have the Authorization and Release form&nbsp;notarized and send ALL pages to your law school Dean for completion, including Instructions. Forms must be sent directly to the Board by your law school for the application to be complete.<\/p>\n\n\n\n<p>BOTH THE UNDERGRADUATE TRANSCRIPT AND THE LAW DEGREE\nVERIFICATION FORM MUST BE SENT TO THE TENNESSEE BOARD OF LAW EXAMINERS DIRECTLY\nFROM THE SCHOOL OR CLEARINGHOUSE AND MUST CONTAIN THE SCHOOL SEAL.&nbsp;<\/p>\n\n\n\n<p><span style=\"text-decoration: underline;\">Waiver of Non-Accredited Undergraduate Education including Foreign Undergraduate Degree (U.S. J.D. Candidates).<\/span> If you received your undergraduate education from a college that was not on the approved list of the Southern Association of Colleges and Secondary Schools (SACS) or equivalent regional accrediting association, or you received your undergraduate education at a school located in a foreign country, you must&nbsp;include with your application a request&nbsp;for waiver with evidence that your undergraduate education is substantially&nbsp;equivalent to an undergraduate degree from a regionally accredited school, see Rule 7, Sec. 2.01(c). For applicants who received their legal education in a foreign country and who did not receive a J.D. from an ABA-accredited or Tennessee-approved law school, see Foreign-Educated Applicants, below. For applicants who did not receive a J.D. from an ABA-accredited or Tennessee-approved law school, see Non-ABA Accredited Law School Graduates, below.<\/p>\n\n\n\n<p><span style=\"text-decoration: underline;\">Graduates of Non-ABA-accredited or Non-Tennessee-approved law schools. <\/span>If you received your legal education at a law school that was not ABA-accredited and was not located in the state of Tennessee, you may be eligible for admission in Tennessee by examination or transferred UBE score. Your legal education must be based on in-person attendance, you must be awarded a J.D. Degree, you must have passed the bar examination in the state in which your law school is located, and you must be licensed and have been engaged in the active practice of law for three of the five years immediately preceding the date of your application. You must submit documentation regarding the legal education you received and an Affidavit of Past Practice (see forms below). For additional information, see Rule 7, Sec. 2.02(d).<\/p>\n\n\n\n<p><span style=\"text-decoration: underline;\">Other Bar Admissions.<\/span>&nbsp;If you have ever been admitted in another jurisdiction you must submit certification, dated within the last 6 months, from the highest court of each state in which you are or have been licensed, indicating (1) that you are admitted to the highest court of the jurisdiction and (2) the standing of your license in the jurisdiction (good, inactive, suspended, etc). This may be a single or multiple certificates, depending on the certification process of each state. A certificate from the state bar association is not sufficient unless the State Bar is the agency charged with maintaining the official admission and disciplinary records. If you become licensed in another jurisdiction while your Tennessee application is pending, you must amend your application and provide certification of admission to the highest court and good standing.&nbsp;<\/p>\n\n\n\n<p><span style=\"text-decoration: underline;\"><strong>Foreign-Educated Applicants:<\/strong><\/span>&nbsp;If  your legal education was received in a country other than the United  States, you may qualify for admission by examination or transferred UBE  score if you meet the requirements for eligibility. For information  about the two paths&nbsp;to qualify for admission, click <a href=\"https:\/\/staging.tnble.org\/?page_id=365\">here<\/a>. <\/p>\n\n\n\n<p><span style=\"text-decoration: underline;\">Documentation of License to practice in a jurisdiction other than&nbsp;in the United States.<\/span>&nbsp;For any foreign-educated applicant who is licensed to practice law in a jurisdiction other than one in the United States, you must furnish with your application the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A certified copy of the record or license of the\ncourt which admitted you to practice in such country;<\/li>\n\n\n\n<li>At least three (3) letters from attorneys or\njudges in such country certifying that you are in good standing at that bar, or\nwere in good standing at that bar when you left that country; and&nbsp;<\/li>\n\n\n\n<li>Documents provided to the Board of Law Examiners\nmust be translated to English by a certified translator with a copy of the\noriginal text provided.<\/li>\n<\/ul>\n\n\n\n<p><span style=\"text-decoration: underline;\">MPRE Requirements.<\/span> Applicants for admission on transferred UBE score must have achieved an MPRE score of 82 or higher   To be valid, the MPRE score  must have been earned within two years of the date the UBE score being transferred to Tennessee was earned, except as provided below. (If the MPRE score has expired, the applicant must take the MPRE again.) Applicants who are licensed, active and in good standing in another jurisdiction and who are using an expired MPRE score pursuant to Rule 7, Section 4.07(c),&nbsp; must provide proof of an MPRE score of 82 or higher. See Rule 7, Sec. 4.07 and Board Policy P-4.07(d)(1)-(4) for additional information. For Information Regarding MPRE Test Dates, Sites, Fees, visit&nbsp;<a href=\"http:\/\/www.ncbex.org\/exams\/mpre\">www.ncbex.org\/exams\/mpre<\/a>.<\/p>\n\n\n\n<p><strong>SPECIAL NOTES FOR ALL APPLICANTS<\/strong><\/p>\n\n\n\n<p><span style=\"text-decoration: underline;\">NO TRANSFERRED MBE SCORES<\/span>: Tennessee does not accept MBE scores transferred from previous Tennessee exams or from another jurisdiction, whether or not concurrent.
